Judean leaders are responsible. Their penchant for rebellion and for obtaining personal gain at the expense of the poor runs counter to God’s will that they cooperate with Persian authority. In this the governmental authorities share the blame. So now the appeal is made both to the worshipers in Jerusalem and to the
